Volunteer Center for Civil Emergencies

The Volunteer Center for Civil Emergencies (QVEC) is a non-profit organization established with a clear mission: to provide humanitarian assistance during natural and health emergencies across the entire country. Founded by Nebi Mucaj, the center is built on the core values of volunteerism, solidarity, and civic responsibility.

QVEC aims to deliver humanitarian aid in cases of civil emergencies, disasters, or large-scale crises, by mobilizing its human and organizational capacities in support of lawful institutions, both domestically and internationally. Its activities are carried out in full coordination with state structures and institutional partners.

The center operates as an independent structure with operational, research, educational, and humanitarian functionsQVEC intervenes exclusively in emergency situations and is registered with the tax authorities under NUIS L32217451P, based on a decision of the legislative bodies dated October 14, 2013.

QVEC has established sustainable international partnerships, particularly with counterpart organizations in the Marche region of Italy, as well as with municipalities such as Fermo, Porto Sant’Elpidio, and Porto San Giorgio, strengthening cooperation in the field of civil emergencies and the exchange of professional experience.

Since March 2014 to the present day, QVEC has contributed with dedication and passion, demonstrating that volunteerism is a passion, not a profession. Young men and women, driven by the desire to serve and support the community in its most difficult moments, are an essential part of this center.

QVEC is now certified by international bodies, demonstrating high standards in organization, response, and management of emergency situations.

At the core of every QVEC action lies the belief that timely assistance saves lives and that solidarity is the greatest strength of a society.
